reCreating Europe – Rethinking digital copyright law for a culturally diverse, accessible, creative Europe
reCreating Europe is a three-year multi-disciplinary, Research and Innovation Action co-funded by the European Commission in the context of Horizon 2020, the EU Framework Programme for Research and Innovation. reCreating Europe started on January 1, 2020 and will end on December 31, 2022. The Project is coordinated by Sant’Anna School of Advanced Studies, under the scientific supervision and coordination of Professor Caterina Sganga, and sees the participation of the University of Szeged (Hungary), University of Glasgow CREATe (UK), University of Amsterdam IViR (The Netherlands), Maynooth University ALL Institute (Ireland), University of Trento (Italy), University of Tartu (Estonia), University of Copenhagen (Denmark), Alexander von Humboldt Institute for Internet and Society Berlin (Germany), Association of European Research Libraries LIBER (The Netherlands).
The project focuses on current and future developments of copyright law in Europe. Technologies enable unprecedented democratization of cultural practices and the production and use of content protected by intellectual property rights (IPRs). The creation of an effective system of sustainable norms for digital copyright is a major challenge due to four main phenomena: copyright’s complexity, sidestepping, knowledge gap, and awareness gap. With its multi-disciplinary approach, bringing together researchers, practitioners, and stakeholders, reCreating Europe will deliver ground-breaking contributions towards a clear understanding of what makes a regulatory framework fit to promote culturally diverse production and optimized inclusive access and consumption of creative content.
The project activity is orchestrated along seven Work Packages, whose activities embrace a comprehensive focus on all main groups of stakeholders – i.e., individual authors and performers, creative industries, cultural and heritage institutions, intermediaries, and end-users – and aim at four main overarching outcomes. First, reCreating Europe yields unprecedented cross-national maps of multi-level regulatory responses that impact access to culture, cultural production, competitiveness of creative industries, and of coping strategies of stakeholders vis-à-vis IPRs pitfalls and constraints. Second, it develops innovative qualitative and quantitative methods to measure the impact of digitization on the production and consumption of cultural goods. The evolving scenarios on intermediaries, specific creative communities, micro/SMEs, and vulnerable users are addressed with special attention. Third, reCreating Europe performs a legal and technological mapping and evaluation of technological protection measures (TPMs) and content-filtering algorithms, and their impact on cultural diversity, access to culture and the generation of cultural value. Last, it offers policy recommendations and best practices, aimed at democratizing culture, while reinforcing the sustainable and inclusive development of the diverse creative sectors.
